The policy will guide decision makers in the planning, management and sustainable use of our coast and marine environment. It will provide direction to decision makers including local councils and land managers on a range of issues such as dealing with the impacts of climate change, population growth and ageing coastal structures. 

The policy will also include a Marine Spatial Planning Framework (MSP Framework) which will guide long term planning and management of Victoria's marine environment in an integrated and coordinated way.

Until the policy is released, the Victorian Coastal Strategy 2014 remains the statewide policy and strategy document for Victoria.

The Marine Spatial Planning Framework

The development of a MSP Framework will be included as part of the Marine and Coastal Policy.

Victoria’s marine and coastal waters are active places and our use of them is increasing. The framework will help Victoria to plan for how we support current and future uses of the marine environment, while also maintaining a healthy environment.

The MSP framework will detail the essential elements and steps and guidance necessary for achieving more integrated and coordinated planning and management of Victoria’s marine environment. The framework will not replace or duplicate planning and management of marine sectors. Rather, it will provide an overarching framework to guide planning, management and decision making by marine sectors.

The Marine and Coastal Strategy

The Marine and Coastal Strategy (the strategy) will outline actions to achieve policy positions in the Marine and Coastal Policy and will be the key mechanism to address new and challenging issues to be worked through with stakeholders. The strategy will be released with an implementation plan by December 2020. A draft strategy will be released for public consultation in mid-2020. The strategy will be reviewed every five years.

Consultation

The Marine and Coastal Policy will be completed by December 2019 following extensive community consultation. A draft policy will be released for public consultation in mid-2019.

The MSP Framework will be completed for release with the policy by December 2019. A draft framework will be released for public comment as part of the draft policy in mid-2019.

The Marine and Coastal Strategy will be released with an implementation plan by December 2020. A draft strategy will be released for public consultation in mid-2020. The strategy will be reviewed every five years.

Traditional Owner consultation process

The Department of Environment, Land, Water and Planning (DELWP) is supporting Traditional Owners along the coast to have greater involvement in a marine and coastal management as well as in the development and implementation of key marine and coastal reforms such as the policy, the MSP framework, and the strategy. DELWP is collaborating with the Federation of Victorian Traditional Owner Corporations and the Victorian Marine and Coastal Council to enable this.
